Blawger Goes to Southeast Asia - Photo Retrospective

This post is entirely off topic, but hopefully, will capture some of the images during a recent trip to Southeast Asia for my other job, the Coast Guard Reserve.  It was a work trip, not a tourist one, but I took a few pictures when I could.

New Admiralty Case from Fourth Circuit - In re Vulcan Materials Co. v. Cassita Massiah

New case from the Fourth Circuit Court of Appeals that involves a collision between a Navy small boat and a barge under tow.  Specifically, this opinion addresses the liability of the United States (Navy) to the  third party complaint brought by the tug owner.  It asserted that the United States was negligent for putting an "incompetent" crew on the Navy small boat.  The issue on appeal was the applicability of sovereign immunity.

The opinion is lengthy and I'll have to analyze later, but wanted to get it posted.  The case is In re Vulcan Materials Co. v. Cassita Massiah, 2011 U.S. App. LEXIS 9310 and can be found here.

Upcoming Speaking Event at ABA Spring Meeting in Portland

I've been asked to speak to the State and Local Government Section of the American Bar Association's Spring Meeting in Portland next week.  I'll be presenting on Regional Land Use Controls, using Hawaii's Land Use Commission as a starting point to explore some lessons learned with land use controls above the county level.
