Correct me if I am wrong, but doesn't the graphic identify the inner Ala Wai boundary as North West of the McCully Bridge rather than North East as described? Or do they mean North East of the Kalakaua Bridge?

Wow, you are right. The regulation does say northeast, which would mean upstream of the McCully bridge. I'll email the Point of Contact.
